Why Fire Risk Assessments Are Essential for Care Homes?

Care homes have a legal duty to conduct regular fire risk assessments under the Regulatory Reform (Fire Safety) Order 2005. This is not just a box-ticking exercise - it’s about safeguarding elderly and vulnerable residents who may have mobility issues or cognitive impairments (such as dementia) that make evacuation challenging. Recent incidents show how quickly fire can endanger lives in care settings, so proactively managing fire risks is both a moral responsibility and a regulatory requirement. A thorough assessment identifies potential fire hazards and people at risk, then guides you to reduce those risks, ensuring that if a fire occurs, everyone can be alerted and evacuated safely. Ultimately, an up-to-date care home fire risk assessment protects lives, prevents property damage, and shields your organisation from legal penalties or reputational harm.

Professional consultants at JTA Fire Consultancy assess your building and operations, provide a clear, actionable report and help you manage fire safety risks confidently.

What’s Included in JTA Fire Care Home Fire Risk Assessment?

JTA Fire’s care home fire risk assessments are comprehensive, covering all the critical factors unique to residential care environments. Our qualified fire risk assessors will:

Identify Fire Hazards

We inspect your care home for anything that could start or fuel a fire – from faulty electrical equipment and kitchen facilities to smoking materials or medical oxygen use. By spotting these hazards early, we help you eliminate or control them (for example, removing ignition sources or safely storing flammable materials).

Evaluate Risks & Implement Controls

For each hazard identified, we assess the level of risk and recommend measures to reduce it. This can include upgrading to an L1 fire alarm system (complete coverage with detectors in all areas), installing or improving emergency lighting and signage, ensuring proper fire doors and compartmentation to contain fire spread, and removing clutter or obstructions from escape routes. We also check that appropriate firefighting equipment (extinguishers, blankets, sprinklers) is in place and maintained.

Focus on People at Risk

We pay special attention to residents with limited mobility or cognitive impairments, as well as staff and visitors. Our team will help develop Personal Emergency Evacuation Plans (PEEPs) for each resident who needs assistance, detailing how they will be evacuated in an emergency. We ensure escape routes are accessible (e.g. ramps, evacuation chairs if needed) and that staff are trained to assist those in their care.

image.png

Emergency Plans & Training

We document all findings and create a clear fire emergency plan for your care home. This plan outlines evacuation procedures, assembly points, and roles and responsibilities (like who alerts the fire brigade, who helps with evacuations, etc.). We guide you on conducting regular fire drills and provide fire safety training for your staff so everyone knows how to respond if a fire alarm sounds. Proper record-keeping and staff training are vital to keeping both residents and employees safe.

Ongoing Review & Support

Fire risks can change over time – we might rearrange furniture, admit new residents with different needs, or install new equipment. That’s why our service doesn’t end with one assessment. We set you up with a schedule and tools to review and update your fire risk assessment regularly (at least annually or whenever there are significant changes). This ongoing approach ensures continuous compliance and safety improvements. We can also assist with updates whenever needed, keeping your care home audit-ready and up to the latest standards.

FAQs: Care Home Fire Risk Assessments

What are the 5 steps to a fire risk assessment in a care home?

A fire risk assessment generally follows five key steps, tailored to a care home setting:

  1. Identify Fire Hazards: Find all potential sources of fire (ignition, fuel, oxygen) – e.g. electrical faults, cooking equipment, heaters, smoking materials, medical oxygen, flammable furnishings.

  2. Identify People at Risk: Determine who could be in danger if a fire starts. In care homes this includes all residents (especially those who are elderly, immobile or have dementia), staff on duty, and any visitors. Pay special attention to vulnerable individuals who need help to evacuate.

  3. Evaluate, Remove, Reduce the Risk: Assess how likely each hazard could cause a fire and how severe the consequences would be. Then take action to eliminate or minimize those risks. This may involve improving safety measures (like installing better alarm systems or sprinklers), enforcing no-smoking areas, replacing faulty equipment, and making sure fire doors, extinguishers, and alarms are all in place and functional.

  4. Record, Plan and Train: Document the hazards found and actions taken. Create an emergency fire evacuation plan (including personal evacuation plans for each high-need resident) and inform/train all employees on what to do during a fire. Keep records of the assessment and training as proof of compliance.

  5. Review and Update: Regularly revisit the fire risk assessment (at least once a year, or whenever there are major changes like new residents, renovations, or a fire incident). Update your plans and measures so they remain effective and compliant with current regulations. Fire safety is an ongoing process – continuous improvement is key.

What should a fire risk assessment include?

A fire risk assessment for a care home should include a comprehensive review of:

  • All Fire Hazards and Sources of Ignition: Identify everything that could start a fire or help it spread (electrical appliances, overloaded sockets, open flames, cooking oils, flammable liquids, bedding and furniture, etc.).

  • People at Risk: An account of everyone who could be affected by fire, especially those who are most vulnerable (non-ambulant residents, those with cognitive impairments, people on oxygen therapy). This also covers staff and visitors at various times of day.

  • Existing Fire Safety Measures: Evaluate the adequacy of current fire detection and alarm systems (are there enough smoke detectors? do you have a Category L1 alarm covering the entire premises?), emergency lighting, fire doors, sprinklers or extinguishers, signage, and means of escape.

  • Risk Evaluation and Action Plan: An assessment of the likelihood and impact of potential fires, and a prioritized action plan to address any shortcomings. This plan should detail what improvements are needed – for example, installing self-closing devices on doors, removing clutter from corridors, or upgrading alarm systems – and assign responsibilities and timelines.

  • Emergency Evacuation Plan: a clear plan for evacuating everyone in the building, including evacuation procedures, escape routes, assembly points, and Personal Emergency Evacuation Plans (PEEPs) for each resident who requires assistance.

  • Training and Information: records showing that staff have been informed about fire risks and trained in fire safety procedures, use of equipment, and evacuation techniques. Regular fire drill records should also be included.

  • Documentation and Review Schedule: written documentation of all the above (especially if you have 5 or more people on site, it’s a legal requirement to record the findings). It should state when the assessment was done, by whom, and when it will be reviewed next. Keeping this record not only helps in emergencies but is also evidence of compliance for authorities.

In summary, a fire risk assessment should include everything that affects the likelihood of a fire and the safety of people if one occurs. It is a thorough check of your premises, people, and procedures to ensure nothing is overlooked in keeping your care home fire-safe.

Can I do the assessment myself?

You can, but if your building is anything other than very simple, appointing a competent fire risk assessor is strongly recommended to ensure suitability and compliance.

How long does a consultation take?

Typical site consultations vary by building size — most take 1–3 hours on site, with a follow-up written report soon after.

What are the 4 P’s of fire safety?

The “4 P’s of fire safety” is a handy mnemonic covering four crucial aspects of fire safety management:

  1. Prevention: Take steps to prevent fires from starting in the first place. In a care home, this means good housekeeping (e.g. no buildup of flammable clutter), safe use and maintenance of electrical equipment, proper storage of chemicals, enforcing smoking policies, and generally eliminating potential fire hazards wherever possible.

  2. Protection: Put in place features and systems to protect people and property if a fire breaks out. This includes installing and maintaining fire protection equipment like smoke detectors, fire alarms, sprinkler systems, fire extinguishers, fire doors, and fire-resistant building materials. In care homes, an L1 fire alarm system and well-fitted fire doors are examples of critical protection measures.

  3. Preparation: Be prepared with plans and training so that if an emergency happens, everyone knows what to do. Preparation involves having an up-to-date fire evacuation plan, conducting regular fire drills, and training staff in emergency procedures (including use of firefighting equipment and assisting residents during an evacuation). It also means preparing PEEPs for residents and ensuring backup measures (like emergency lighting and clear signage) are ready.

  4. Performance (or Practice): This refers to how people perform when a fire occurs, which is ensured by regular practice and having the right mindset. In other words, it’s about executing the plan effectively: staff responding calmly and correctly, alarms working as intended, and evacuation procedures carried out swiftly. Regular practice through drills and refreshers ensures everyone’s performance in a real event is effective and life-saving.

  5. By focusing on Prevention, Protection, Preparation, and Performance, care homes can create a robust fire safety strategy. This holistic approach minimizes the chance of a fire starting and maximizes the chances of everyone staying safe if it does.
